Community Meeting: Thursday, October 29, 2026, at 6 p.m.
Join EBMUD for a virtual community meeting via Zoom to learn about the proposed Sequoia No. 2 Aqueduct Project and review its Draft Mitigated Negative Declaration (MND), which evaluates potential environmental impacts. The project would install approximately 27,000 feet of new pipeline, primarily in Oakland, to improve water system reliability and support replacement of aging infrastructure.
Project Description
East Bay Municipal Utility District (EBMUD) is planning to construct a new Sequoia No. 2 Aqueduct, which consists of approximately 27,000 feet of 48-inch pipeline. The Sequoia No. 2 Aqueduct is located primarily within the City of Oakland, with approximately 900 feet located along the border between the City of Oakland and the City of Piedmont. The purpose of the Sequoia No. 2 Aqueduct is to improve water transmission and storage operations, meet projected future water demands, and improve system reliability. Additionally, the Sequoia No. 2 Aqueduct will be utilized for planned and unplanned outages of major water facilities (e.g., outages of EBMUD’s Orinda Water Treatment Plant and Claremont Tunnel) and facilitate repair, replacement, and permanent decommissioning of aging infrastructure serving major portions of EBMUD’s West of Hills service area.
Workplan and Schedule
EBMUD prepared a Mitigated Negative Declaration (MND) and released the MND on October 15, 2026 for a 30-day public review period. The 30-day public review period for the MND is from October 15, 2026 to November 16, 2026. Written comments on this MND must be received no later than 4:30 p.m. on November 16, 2026. A virtual Zoom public meeting is scheduled for October 29, 2026 at 6:00 p.m. to review the MND. Zoom information will be available 72 hours before meeting on the Project website.
Design of the Project will begin in 2031 and construction will begin in 2034.
