Upper San Leandro Water Treatment Plant Maintenance, Reliability, and Chemical Systems Safety Improvements Project

Upper San Leandro WTP Map The East Bay Municipal Utility District (EBMUD) is upgrading and replacing facilities at the Upper San Leandro (USL) Water Treatment Plant, located at 7700 Greenly Drive in Oakland, as part of EBMUD’s Water Treatment and Transmission Improvements Program (WTTIP). Built in 1927, the USL WTP is a vital part of EBMUD’s system, serving Oakland, San Leandro, San Lorenzo, Piedmont, Hayward, and Castro Valley.

This project will strengthen facilities against seismic events, modernize aging infrastructure, and enhance chemical system safety to protect workers. Key improvements include upgrades to the raw water control valve and flocculation/sedimentation basins, replacement of the below-grade chlorine contact basin and clearwell roof, and rehabilitation or addition of tanks, pumps, and pipelines for the reclaim and solids handling system. The project also includes a new power building, chemical system upgrades, demolition of aging filters and fluoride building, and site restoration with new landscaping and fencing.

Construction Progress, Updates, and Revised Timeline

EBMUD’s contractor has completed about 60% of the total project scope, including major rehabilitation of key plant systems and structures. Crews are now demobilizing from areas closest to residential neighborhoods, and loud construction noise and heavy truck activity have largely decreased. While some noise, dust, and traffic will continue, overall disruption to nearby residents should be noticeably reduced.

Current work focuses on the central areas of the plant, including the clearwell roof replacement, chlorine contact basin construction, power building installation, and chemical system upgrades.

The project completion date has been extended from November 2026 to Summer 2028 due to a slow start and ongoing material procurement challenges linked to post-COVID supply chain issues. Despite the schedule shift, the overall work duration remains unchanged, ensuring high construction quality and strict safety standards. EBMUD appreciates the community’s patience and understanding as we continue this important work to strengthen our water system for the future.

Work Schedule

Typical work hours are Monday through Friday, 7:00 a.m. to 6:00 p.m. Some extended hours or weekend work may occur. The schedule is subject to change.
