Project Details
EBMUD is undertaking a comprehensive infrastructure improvement project across multiple East Bay sites to enhance water reliability, increase system capacity, and support future growth. Construction began in Spring 2025 at the Rheem Pumping Plant in Moraga and is progressing through a sequenced schedule of upgrades and demolitions at the following locations:
- Fay Hill Pumping Plant (Moraga): Construction of a new above-ground pumping plant with new suction and discharge pipelines, followed by the demolition of the existing facility.
- Rheem Pumping Plant (Moraga): Structural extension and upgrades to electrical and mechanical systems, including installation of a portable pumping system.
- Ridgewood Facilities (Alamo): Installation of a new pressure regulator and demolition of the existing pumping plant and pressure tank.
- Scenic East Pumping Plant (Blackhawk): Valve and surge relief upgrades to improve reliability.
- Pipeline Improvements: Transmission pipeline upgrades along Fay Hill Road (Moraga) and Roberts Court (Danville).
These improvements are critical to renewing aging infrastructure and ensuring a safe, resilient water delivery system.
Schedule
Construction began in Spring 2025 at the Rheem Pumping Plant and will continue through 2027. Key milestones include:
- Rheem and Fay Hill Pumping Plants: Spring 2025 - Spring 2027
- Ridgewood PT/Regulator: Fall 2025 - Spring 2026
- San Ramon Creek Crossing: Summer 2025 - Fall 2025
- Fay Hill Road Pipeline: Fall 2025 - Winter 2026
- Scenic East Pumping Plant: Winter 2026
- Roberts Court Pipeline (Danville): TBD

- Moraga: Fay Hill and Rheem Pumping Plants, Fay Hill Road Pipeline
- Alamo: Ridgewood Pumping Plant, Pressure Tank, and Regulator
- Danville: Scenic East Pumping Plant and San Ramon Creek - Creek Crossing, Roberts Court
- Blackhawk: Scenic East Pumping Plant near Fire Station 35
