Project Update

Beginning Tuesday, September 6 and lasting until Friday, September 9, EBMUD will begin paving work in the streets around the University of Berkeley as part of the Summit Pressure Zone South Pipeline Replacement Phase I. 

The paving schedule is as follows:

  • September 6: Claremont Avenue, Tanglewood Road, Stonewall Road
  • September 7: Garber Street (Tanglewood to Belrose), Claremont Blvd. (Belrose to Garber), Claremont Blvd. (Garber to Forest), Forest Avenue (Claremont to Piedmont)
  • September 8: Forest Avenue (Claremont to Piedmont), Piedmont Avenue (Forest to Dwight)
  • September 9: Piedmont Avenue (Forest to Dwight), Dwight Way (Piedmont to Prospect)

No parking signs will be posted in advance of construction.

During this work, residents can expect equipment staging, parking restrictions and traffic control. You may experience delays when entering and leaving the work area. To minimize delays, consider parking outside the work area during work hours. Every reasonable effort will be made to accommodate resident needs.

Paving work hours are Tuesday, September 6 to Friday, September 2, 2022, from 7 a.m. to 5 p.m. 

Project Summary

An East Bay Municipal Utility District (EBMUD) contractor will replace aging pipelines that move water within the Summit Pressure Zone – one of the many topographic sections of our service area separated by elevation from the flats to the hills.

As part of this work, our contractor will also install new large-diameter pipeline and abandon a section of old pipeline. The new pipelines will improve water service reliability to major portions of EBMUD’s service area, serving customers from Oakland to El Cerrito, and replace aging infrastructure in the Hayward Fault Zone with pipe materials that are flexible and resilient to ground movement to help prevent pipeline breaks due to seismic events.

Where will pipeline work take place?

Pipeline work will take place in the following locations in Berkeley and Oakland:

  • On Dwight Way near Fernwald Rd and on UC Berkeley’s Clark Kerr Campus
  • On Dwight Way from Prospect St to Piedmont Ave
  • On Piedmont Ave from Dwight Way to Forest Ave
  • On Forest Ave from Piedmont Ave to Claremont Blvd
  • Along Claremont Blvd and Garber St to Tanglewood Rd
  • On Tanglewood Rd from Garber St to Claremont Ave
  • On Claremont Ave between Tanglewood Rd and 7287 Claremont Ave

When will work take place?

Fall 2021 through spring 2023, in phases.

What to expect

A temporary nighttime water service outage to Clark Kerr Campus is expected, but no other water outages to homes or businesses are associated with this work. Construction will begin with utility investigations in October 2021, followed by pipeline and valve work, in phases, from November 2021 through spring 2023.

Typical work hours are 7 a.m. to 7 p.m. with restricted work hours near Emerson Elementary School, on UC Berkeley’s Clark Kerr Campus and along busy intersections and roadways. Expect some construction-related sound and dust, equipment and material storage, traffic control and temporary parking limitations. Emergency vehicle and pedestrian access will be preserved throughout construction.
