Manager of Natural Resources

Michelle Workman serves as Manager of Natural Resources at the East Bay Municipal Utility District, where she oversees programs focused on watershed stewardship, recreation, and fisheries and wildlife management. She divides her time among EBMUD offices in Oakland, Orinda, Lodi, and the Mokelumne region, supporting programs that protect water quality, biodiversity, and wildfire resilience while ensuring long-term sustainability of District lands and resources.

Michelle brings more than three decades of experience in natural resource management. She has worked at EBMUD for 27 years, managing initiatives that support long-term fisheries and habitat restoration in the Mokelumne River and watershed, foster collaborative partnerships in both the East Bay and Mokelumne watersheds, and promote sound land management practices across District properties. In addition to her work with EBMUD, she spent five years with the U.S. Fish and Wildlife Service, where she worked on salmonid management and restoration projects on the Tuolumne River, Merced River, and the San Joaquin River Restoration Program.

Michelle’s professional path was shaped early by her upbringing in rural Amador County and by summers spent backpacking in the Mokelumne Wilderness with her father. This connection to the natural environment inspired her academic focus on conservation biology and continues to guide her work today.

Michelle holds a Bachelor of Science degree and a Master of Science degree in Conservation Biology from California State University, Sacramento.

Outside of work, Michelle continues to enjoy time along the Mokelumne River with her husband of 36 years, David, and their two grown daughters, Karly and Annalise.
