Director of Water and Natural Resources

Alice Towey serves as Director of Water and Natural Resources at the East Bay Municipal Utility District, overseeing long-term water supply planning and development as well as EBMUD’s natural resources programs. Her responsibilities include stewardship of approximately 57,000 acres of watershed lands and reservoirs and oversight of the Mokelumne fishery program, supporting sustainable water resources and environmental protection for the communities EBMUD serves.

Alice joined EBMUD in 2007 and has focused on sustainability and water supply planning. She began as an Assistant Engineer and has held positions across multiple departments. She spent seven years in the Office of Water Recycling and while working in the Water Resources Planning Division contributed to EBMUD’s 2015 Urban Water Management Plan. As a Senior Engineer overseeing the Regional Projects Section in the Water Supply and Infrastructure Division, she worked closely with agency partners on groundwater sustainability, regional water reliability, Los Vaqueros Reservoir expansion, and groundwater banking initiatives. She later served as Manager of Water Conservation before returning to Water and Natural Resources as Environmental Affairs Officer. She has served as Director since May 2025.

Throughout her career, Alice has contributed to several key initiatives. Early on, she worked on the design and construction of the RARE recycled water treatment plant and helped develop a recycled water truck program. As Manager of Water Conservation, she led EBMUD’s conservation efforts during the 2021–2022 drought, including extensive outreach in multiple languages. She also co-chaired EBMUD’s employee Sustainability Committee.

Prior to joining EBMUD, Alice served as a UC Peace Corps volunteer in Bolivia. She received the Kenneth J. Miller Founders Award in 2018 for her work supporting the nonprofit Water For People.

Alice brings a collaborative and supportive leadership approach, emphasizing respect, teamwork, and learning from diverse perspectives. She holds a Bachelor of Arts in Physics from Bryn Mawr College, a Master of Science in Civil and Environmental Engineering from the University of California, Berkeley, and is a licensed Professional Engineer in California.

Outside of work, Alice enjoys reading and writing and is a published author of short science fiction. She also enjoys hiking, biking and birdwatching.
