Cindy R. Charan
Director of Human Resources
Cindy R. Charan is a human resources (HR) leader with more than 22 years of experience in People Operations and Management. Cindy earned a bachelor's degree in business management and a master's degree in human resources and organizational development from the University of San Francisco. She is a people-focused, results-driven leader who provides organizations with talent acquisition, retention, and motivation solutions to unlock the full potential of one of their greatest assets, their employees.
As an HR practitioner, Cindy is passionate about developing and implementing inclusive and equitable talent management practices. Her expertise lies in attracting, retaining, and developing human capital through workforce development, modernizing HR systems, and ensuring the long-term health and performance of the organization. She has a wealth of experience in strategic HR planning, organizational development, change management, performance management, recruitment, retention, and executive coaching. In August 2022, Cindy was appointed to lead EBMUD's Human Resources Department. Previously, she served as the Human Resources Director at the Alameda County Office of Education, where she managed all HR functions. Prior to that, she was the Human Resource Director for the San Francisco Public Utilities Commission with the City and County of San Francisco and the Human Resources Director for the Alameda County Health Care Services Agency.
