Online: Request new service online to receive a reduced account establishment fee of $47 which will appear on your first bill.
By phone: Call Customer Service 1-866-403-2683 Monday-Friday, 8:00 a.m. to 4:30 p.m. You will pay an account establishment fee of $63 which will appear on your first bill.
After receiving your account number, register your account for online access. Please note: the account establishment fee is non-refundable. Most customers are billed on a bimonthly basis.
Hydrant meter services for temporary construction are provided on Mondays, Wednesdays and Fridays from 9:00 a.m. to 12:00 p.m. and 1:30 p.m. to 3:30 p.m. at EBMUD's Adeline Maintenance Center located at 1100 - 21st Street, Oakland, CA 94607. No appointment is necessary.
Transfer water service
For existing customers transferring service from one address to another within EBMUD’s service area.
Online: Login to stop service at your current location. Select the Request Services tab, then select Stop Service. Follow the steps. Submit and logout. Then request new service online for the new address and follow the steps.
By phone: Call Customer Service 1-866-403-2683 Monday-Friday, 8:00 a.m. to 4:30 p.m. You can complete the stop and start service with one call.
Stop water service
Existing EBMUD customers who want to turn off water service
Online: Login. Select the Request Services tab, then select Stop Service. Follow the steps. Submit and logout.

Please provide your address, contact information and stop date.
One business day advanced notice is required for service termination. Requests to terminate service can be placed no more than 30 days in the future and are valid for business days only. If you are currently participating in our Direct Payment Program, your final bill will be automatically deducted and your account removed from the program. If you wish to continue, please submit the following information.
Landlord intervening water service
For landlords who want to avoid service interruption when a tenant moves out of a rental property.
Landlords pay a one-time $64 processing fee to enroll their account(s). The Intervening Water Service Agreement ensures that when a tenant terminates water service, the landlord will automatically become responsible until a new tenant establishes service. Complete the individual or business form to start the process. Accounts can be added and removed from the agreement at any time, with a $64 modification fee charged for each change.
