In the UWMP, EBMUD assesses water supplies against expected water demands for a 30-year planning horizon and outlines actions to to address future uncertainties, including maintaining a resilient water supply portfolio, expanding recycled water use, and continuing water conservation programs. The WSCP provides a framework to guide EBMUD’s response to potential water shortages and evaluates a range of scenarios designed to test assumptions and explore changes such as climate impacts and other uncertainties. Together, these plans form a key part of EBMUD’s long‑range efforts to ensure reliable water service, particularly during multi‑year droughts.
The UWMP 2020 and the WSCP 2020 (Attachment 1 in the UWMP) were adopted by the EBMUD Board of Directors on June 22, 2021. They can be accessed electronically using the link below.
UPDATE OF THE UWMP AND WSCP:
EBMUD is currently preparing its 2025 Urban Water Management Plan (UWMP) and Water Shortage Contingency Plan (WSCP). The public comment period for the Draft UWMP and WSCP opens April 6, 2026 and goes through May 12, 2026.
Community members can share feedback in two ways:
- At the public comment meeting scheduled for April 28, 2026
- At the public hearing scheduled for May 12, 2026
The April 28 public comment meeting and the May 12 public hearing will provide opportunities for community members to offer oral comments on the draft plans. EBMUD will review and consider all comments received at both meetings, as well as all written comments submitted by May 12, 2026 at 4:30 p.m.

The draft plans will be available electronically from ebmud.com/uwmp, and printed copies may be requested by emailing UWMP@ebmud.com. Printed copies of the Draft UWMP 2025 and Draft WSCP 2025 will also be available at public libraries within the EBMUD service area and at the California State Library as of April 6, 2026.
