Section 11823 of the Municipal Utility District Act requires the Board to fix ward boundaries for the purpose of electing directors. Election Code sections 22000 and 22001 require the District to use U.S. census data to adjust ward boundaries so they are equal, as far as practical, in population and comply with federal law. The Board may consider (1) topography, (2) geography, (3) cohesiveness, continuity, integrity, and compactness of territory, and (4) community of interests in configuring ward boundaries.

Board meetings are normally held on the 2nd and 4th Tuesday of each month in the EBMUD Board Room.
