Leland Reservoir Replacement Project

Leland Reservoir Replacement Site MapThe East Bay Municipal Utility District is replacing an 18-million-gallon reservoir/tank, located on a 14.5 acre EBMUD site opposite 1050 Leland Drive in Lafayette. Known as the Leland Reservoir and constructed 1955, it serves the surrounding area and is approaching the end of its service life.

The reservoir will be demolished and replaced with two smaller and more seismically resilient concrete tanks within the existing reservoir basin. The existing access road would be rebuilt and realigned.

In addition to replacing the Reservoir, a 36-inch-diameter water pipeline will need to be set in the streets around the project site. Approximately 2,700 feet of 36-inch-diameter pipeline would be installed in Windsor Drive, Condit Road, and Leland Drive, and approximately 950 feet of 36-inch-diameter pipe would be installed on the Leland Reservoir site. The project is part of our on-going efforts to update and replace aging facilities, to maintain high water quality, and to insure reliability.

Construction is expected to occur over a three-year period, from 2026-2029.

On January 25, EBMUD released the Draft Environmental Impact Report (DEIR) that assesses the impacts of the project and identifies ways to reduce and/or eliminate the construction impacts. The 45-day public review period was from January 25 – March 12, 2018.

Written responses to all significant environmental issues raised will be prepared and made available for review at least 10 days prior to the public hearing before the EBMUD Board of Directors, at which certification of the Final EIR will be considered. Comments received and the responses to comments will be included as part of the record for consideration by the Board of Directors.

Public meetings were held in August and September 2016 as well as February 2018 following publication of the Draft EIR.

  • Notice of Preparation of an Environmental Impact Report (EIR) Publication - August 31, 2016
  • Community Meeting #2 - September 15, 2016
  • Draft EIR Publication - January 25, 2018
  • Public Meetings to Review Draft EIR - February 8, 2018
  • Final EIR Publication - November 29, 2018
  • EBMUD Board Certification of Final EIR and Project Approval - December 11, 2018
