The EBMUD Captive Insurance Company Board of Directors meets annually to discuss and solve challenges in the District’s insurance coverage. The Board will also conduct annual actuarial reviews and external audits. These meetings are open to the public.
On December 9, 2025, the EBMUD Board of Directors authorized the formation of a single-parent EBMUD Captive Insurance Company domiciled in Utah to insure specific EBMUD risks. The Board also established a five-member Board of Directors consisting of four (4) EBMUD representatives and at least one (1) Utah Resident member as required by Utah State law. The Captive Insurance Company operates as a separate legal entity from EBMUD but remains subject to applicable EBMUD policies and procedures, and accountability and ethics requirements.

Providing public comment
The EBMUD Captive Insurance Company Board of Directors is limited by California State law to providing a brief response, asking questions for clarification, or referring a matter to staff when responding to items that are not listed on the agenda.
- Each speaker is allotted three (3) minutes to speak; the Board Chair has the discretion to amend this time based on the number of speakers
- The Secretary will track time and inform each speaker when the allotted time has concluded
- Comments on non-agenda items will be heard at the beginning of the meeting
- Comments on agenda items will be heard when the item is up for consideration
- The Secretary will call each speaker in the order received
