April 29, 2026 - Proposed Study Plan Meeting

EBMUD invited interested parties to participate in a Proposed Study Plan (PSP) meeting. This meeting was an important step in the FERC Integrated Licensing Process and provided an opportunity to review, discuss, and refine the draft study plans being proposed to inform the new license. The project team presented each study plan, summarized key elements of each study, and outlined how input received to date has been incorporated.

April 1, 2026 - Scoping Document 2 issued

FERC made revisions to their Scoping Document 1 based on comments received and issued Scoping Document 2 on April 1, 2026.

January 28-29, 2026 - Scoping Meetings and Site Visit

EBMUD and the Federal Energy Regulatory Commission (FERC) invited interested parties to participate in the scoping process as we review the Pre-Application Document for relicensing the Lower Mokelumne River Hydroelectric Project (FERC No. 2916). FERC held two scoping meetings to receive input, comments, and suggestions on planned environmental documents required by the National Environmental Policy Act (NEPA).

EBMUD conducted virtual meetings on the below topics. The purpose of TWG Meeting 1 was to present the Study Plan outline (goals/objectives, methodology) and invite participants to provide feedback and discussion. TWG Meeting 2, if needed, included a review of comments received on the draft outline/methodology.

June 3, 2025 - Technical Working Group (TWG) Kick-Off Meeting

EBMUD presented the process, goals, and timeline for the Technical Working Group meetings, as well as an overview of the data and modeling tools available for the different resource topics. The meeting was held at Hutchins Street Square in Lodi, CA.

October 29, 2024 - Open House

EBMUD hosted an Open House event to invite the public to learn more about the FERC relicensing project, provide feedback, meet the team, and get involved. The Open House was held at Pardee Center in Valley Springs.

September 18-19, 2024 - Early Engagement

EBMUD hosted Early Engagement meetings to help inform the data gathering phase. Interested parties were invited to attend any of the subject meetings related to Fisheries & Wildlife, Extreme Hydrology & Climate Change, Operations & Hydro Generation, and Recreation. All meetings were held at Hutchins Street Square in Lodi, CA. These meetings included an overview of the relicensing process followed by an opportunity to share initial feedback and/or any additional information (existing reports, studies, etc.) that may supplement existing data for Project 2916 – Lower Mokelumne River. Presentations on each subject were shared and can be accessed below.
