Emergency Bypass Hose & Testing Certification

The East Bay Municipal Utility District (EBMUD) is soliciting proposals from qualified contractors to provide Emergency Bypass Hose (EBH) testing services at various locations throughout the EBMUD water system.

The work includes, but is not limited to, fabrication and attachment of unique asset identification tags for each EBH hose segment; hydrostatic pressure testing and inspection of lay-flat, flexible, temporary water distribution hoses of varying lengths totaling up to 25,000 linear feet, and dewatering of EBH hoses.

Optional Site Walk is scheduled to take place on March 2, 2026* at 10:00 a.m. in Castro Valley, CA. Please RSVP by February 27, 2026 at 4:00 p.m. by email to lon.lee@ebmud.com

The anticipated contract start date is June 1, 2026*, with an anticipated end date sixty (60) days after the start date.

Please respond to this RFP no later than 4:00 p.m. (Pacific Standard Time) on Friday, March 27, 2026*. Completed proposals should be electronically submitted to: Lon Lee, Associate Mechanical Engineer at lon.lee@ebmud.com. Hardcopy proposals will not be accepted.
