EBMUD Announces Resignation of Board Member John A. Coleman
OAKLAND – The East Bay Municipal Utility District announced today that Director John A. Coleman will resign from the EBMUD Board of Directors after 33 years of service representing Ward 2. Coleman holds the longest record of service as an elected EBMUD Board member.
First elected in 1990, Coleman represented EBMUD constituents in Alamo, Lafayette, Walnut Creek, the Town of Danville, communities of Blackhawk and Diablo, and portions of Pleasant Hill and San Ramon. Coleman expects his last day on the board to be in late February or early March.
During the Jan. 23, 2024 Board meeting, Coleman announced his plan to vacate his position to serve as the Manager of Natural Resources for the Calaveras County Water District.
“This is a bittersweet moment. Since my days as an Eagle Scout, I’ve dedicated myself to serving my community,” Coleman said. “As I look back at my 33-year career at EBMUD, I’m enormously proud of what we have accomplished together, shaping vital water policy and forging increased collaboration among water agencies in this great state. I’m honored to have had the opportunity to serve, and I look forward to the work ahead.”
Coleman was instrumental in establishing the Freeport Regional Water Authority (FRWA), serving as a Board of Director since its inception. Created in 2002, FRWA was formed by a Joint Powers Agreement between Sacramento County Water Agency and EBMUD to guide the financing, ownership, construction, and operations of the Freeport Regional Water Project, providing the East Bay with a vital source of additional water during drought.
EBMUD Board President Lesa R. McIntosh thanked Director Coleman for his leadership in the areas of water supply, storage, water rights legislation, and agency collaboration.
“He has taught me so much about EBMUD,” Board President McIntosh said. “His questions alone consistently delved into such rich subject matter. This is a loss for the District and a gain for Calaveras County Water District. I am truly going to miss him, but I’m sure EBMUD will continue to work with him in his new role.”
Coleman also served as the Chair of the Upper Mokelumne River Watershed Authority (UMRWA); and as a board member of DERWA, the joint powers authority for recycled water service provided by EBMUD and Dublin-San Ramon Services District. Additionally, Coleman served as the past president of the Association of California Water Agencies (ACWA) and the California Association of Sanitation Agencies (CASA).

1.4 million customers in Alameda and Contra Costa counties. EBMUD’s wastewater system serves
740,000 customers and helps protect the ecosystem of San Francisco Bay.
