What would happen to EBMUD water supplies if a Delta island flooded?

EBMUD has direct experience with this scenario. In 2004 a levee on Jones Tract, a Delta island, failed and the entire island, including EBMUD's aqueducts (three large pipes), was submerged. Although they were submerged, the aqueducts continued to function properly and there were no service disruptions to EBMUD customers. The aqueducts can operate in a submerged state for several months, but are not designed for long-term immersion. Eventually the levee was repaired, the island was pumped dry, and extensive repairs were made to the exterior surfaces of the aqueducts.
