Clifford C. Chan appointed as General Manager

OAKLAND - The East Bay Municipal Utility District (EBMUD) Board of Directors has appointed Clifford C. Chan as general manager.

The Board of Directors confirmed the appointment during the June 9, 2020, regular board meeting. Chan, who begins as general manager on June 22, is replacing Alexander R. Coate, who is retiring from EBMUD after 27 years, including nearly 10 years as general manager.

Chan is a 23-year employee of EBMUD with degrees in civil and geotechnical engineering from University of California, Berkeley. He most recently served as director of operations and maintenance, overseeing roughly half of EBMUD’s 2,000 water and wastewater employees. Previously he served as manager of maintenance and construction and manager of water treatment and distribution.

Chan makes EBMUD history as the first Asian American to hold the position of general manager. He takes the helm as EBMUD prepares to celebrate its 100th anniversary in May 2023. More about Chan’s experience and initiatives available here.
