Upper San Leandro Water Treatment Plant Upgrade

Construction Update

EBMUD's Upper San Leandro (USL) Water Treatment Plant construction is scheduled to be completed by March 2019.

The USL Water Treatment Plant is one of six water treatment plants in our East Bay service area. In service since the 1930's, the USL plant is one of the major water treatment plants in our local system and operates continually throughout the year.

Beginning in the summer of 2017, the USL water treatment plant will undergo necessary upgrades.

The project is necessary to replace aging infrastructure, provide required maintenance, and increase the treatment plant's reliability. This work will occur within EBMUD property.


The Upper San Leandro (USL) Water Treatment Plant Upgrade project will include the replacement of the existing air-fed ozone systems with a larger, more reliable, and more efficient liquid oxygen-fed systems. Work will include installation of new liquid oxygen tanks, new ozone generators and power supply units, ozone destruct units, new hydrogen peroxide storage and feed systems, new heating and ventilation systems for the ozone building, and new control system cables and conduits.

Construction will begin in July 2017 and take about 14 months.

Typical work hours will be 7 a.m. to 6 p.m., Monday through Friday. During critical shutdowns between September 2017 and June 2018 allowable work hours will be 24 hours per day, Monday through Saturday. The contractor will be required to control noise during all activities.

Changes to taste and smell of water

The East Bay Municipal Utility District has adjusted water treatment operations to prepare for necessary upgrades to the USL Water Treatment Plant.

In early September, EBMUD’s San Pablo and Upper San Leandro Water Treatment Plants were brought online delivering water from our local Bay Area Reservoirs. As with similar operational changes throughout the year, customers may experience a difference in taste and smell as they receive new source water.
