Project Update

EBMUD will be rehabilitating an underground wastewater pipeline along Embarcadero using a slip lining process. The construction will require one excavation pit in order to slip line the portion of the sewer line. This project will utilize a form of trenchless technology allowing us to work inside of the existing sewer line, renewing the sewer pipe by installing a pipe of slightly smaller diameter into the larger “host” pipe without digging up the entire length of the street. This method of pipeline renewal reduces traffic impacts and the time needed to complete the project. This work will protect public health and the environment and will ensure smooth sewer operations for decades to come.

Work will occur at the intersection of Embarcadero and 5th Avenue, Oakland.

Work Dates and Hours

Monday, July 17 to October 31, 2023. Monday through Friday 7:00 a.m. – 5:00 p.m.

What to expect

  • Equipment and materials will be temporarily located in your neighborhood during construction.
  • Once construction is completed, material and equipment will be removed within 1 to 2 weeks.
  • 24‐hour traffic control will be in place 24‐hours during construction as there will be an open pit in the northbound lane north of the median.
  • Two‐way traffic will remain in place for the duration of the project.

Project scope for all sites

EBMUD is working to rehabilitate maintenance holes and pipe segments along our essential south sewer interceptor in Oakland.

Crews will also install and upgrade monitoring stations that will help track wastewater levels and protect our Bay from sewer overflows.

Construction for these projects will take place in Oakland and Alameda:

  • Embarcadero between Webster and Alice Streets and at the intersection with 5th Avenue
  • Intersection of Kennedy & Dennison Streets near a southbound I-880 off-ramp
  • East 8th Street between Fruitvale Avenue and 37th Avenue
  •  East 12th Street and 54th Avenue
  • Coliseum Way and Julie Ann Way
  • Buena Vista Avenue at Arbor Drive, Wood Street and Benton Street

Some work at the Kennedy & Dennison location will require temporary closure of the southbound I-880 Exit 39B 23rd Avenue/Alameda off-ramp. See detour map.

During certain phases of construction, expect traffic delays from lane closures as well as reduced street parking.

Workplan and schedule

Construction began in early 2022 and  will continue through the fall. At some sites, there will be a second year of work starting in spring 2023. The schedule is subject to change. Work hours are generally 7 a.m. to 5 p.m. and will not be continuous at each location, but will occur periodically during construction. Traffic plates will be placed over open trenches at the end of each day and access to residences and business entrances will be maintained. No work will be conducted during weekends and major holidays.
