Call Customer Service at 1-866-403-2683 during normal business hours (Monday-Friday, 8:00 a.m. - 4:30 p.m.). When you call to set up water service, you will pay an account establishment fee of $38.00 which will appear on your first water bill.
Request service online 24 hours a day, seven days a week. If you open your account online, a reduced account establishment fee of $19.00 will appear on your first water bill.
The account establishment fee covers the administrative costs associated with starting water service. It is not a deposit and is non-refundable.

Landlord Intervening Water Service
This program helps landlords avoid service interruption when a tenant moves out of a rental property. Landlords pay a one-time $26 processing fee to enroll their account(s). The Intervening Water Service Agreement ensures that when a tenant terminates water service, the landlord will automatically become responsible until a new tenant establishes service. Accounts can be added and removed from the agreement at any time, with a $26 modification fee charged for each change.
To apply for a temporary construction meter, please call 1-866-403-2683 for program qualifications. You can call to schedule an appointment to apply in person at EBMUD's Adeline Maintenance Center, located at 1100 21st Street, Oakland, CA 94607.
Hydrant meter services are provided on Mondays, Wednesdays and Fridays from 9:00 a.m. to 12 p.m., and 1:30 p.m. to 3:30 p.m.

When a hydrant meter is returned, the meter is forwarded to EBMUD's Meter Shop to determine if there are any damages. The Meter Shop also checks for internal damages, particularly to the backflow device. Additional charges will be assessed for any such damages and will be charged to the account.
