Upper San Leandro Water Treatment Plant Improvements

As part of EBMUD’s Water Treatment and Transmission Improvements Program (WTTIP), EBMUD is upgrading and replacing existing facilities and constructing new facilities at the Upper San Leandro Water Treatment Plant (USL WTP). Built in 1927 and located in Oakland’s Eastmont Hills, the USL WTP is a critical component of the EBMUD water distribution system, delivering water to the Oakland, San Leandro, San Lorenzo, Piedmont, Hayward, and Castro Valley communities.

The USL WTP Maintenance, Reliability and Chemical Systems Safety Improvements Project (Project) will seismically strengthen existing facilities, improve treatment processes, update aging infrastructure, and improve safety for our workers. This Project is part of a greater effort to improve EBMUD’s ability to continue to serve your communities safe and reliable drinking water during periods of drought, extreme weather, and wildfires.

Upcoming work 

Starting mid-September 2021, in preparation for these upcoming improvements, an EBMUD contractor will remove approximately 150 trees located inside the Upper San Leandro Water Treatment Plant site. These trees must be removed due to poor tree health, fire prevention, and/or accommodating future treatment plant improvements involving construction. The tree removals will occur after bird nesting season and mitigation efforts will lead to planting of new trees in the EBMUD watershed. At the conclusion of the larger construction project, new landscaping will be installed and the site will be restored.

Workplan and schedule

  • September - October 2021: Tree removal at USL Water Treatment Plant 

    There are no water service interruptions associated with this work. All tree removal work will take place within the treatment plant site and is expected to take three weeks. Work hours will be Monday - Friday, 8 a.m. - 5 p.m. Nearby residents can expect noise related to the tree removals, and increased traffic to and from the site. For screening purposes, EBMUD will leave trees that will limit visibility of the facilities for residents and passersby.

  • September 2022 - September 2025: Contractor Notice to Proceed with construction
