Bayfair, South and Peralta Pumping Plant Project

EBMUD will soon replace Bayfair Pumping Plant and will remove Peralta and South Pumping Plants as they have reached the end of their useful lives. A majority of the facilities are located at the end of Estudillo Avenue in Chabot Park in San Leandro (see map to the right). Replacement of these facilities and pipelines will ensure delivery of safe and reliable drinking water to your home. Project work includes:

  • Install a new 8-inch pipeline on Estudillo Avenue, from Benedict Drive to Graff Avenue
  • Replacement of the large diameter pipeline on Estudillo Avenue, from Collier Drive to Bayfair Pumping Plant
  • Demolish Peralta and South Pumping Plants and the Bayfair Regulator
  • Replacement of Bayfair Pumping Plant
  • Demolish May Pumping Plant at Golf Links Road and Grass Valley Blvd in Oakland. Relocate existing standby Peralta Regulator at the same site to inside of the May Pumping Plant building. 

Workplan and schedule

Construction of the 8-inch pipeline is complete. All other construction will be performed by an EBMUD contractor and is scheduled to begin in the fall of 2019 and will take approximately two years to complete. Typical work hours are Monday to Friday, 7:00 a.m. to 6:00 p.m. 

What to expect

There will be water outages associated with the installation of pipelines. You will be notified by door hanger in advance of the outages. During construction, expect increased traffic to and from the site and construction related noise and dust.

All Chabot Park parking will be temporarily closed on two occasions for one month each in the winter of 2019 and winter of 2020 as crews work on the large transmission pipeline at the park entrance.

The park will remain open to foot traffic throughout the project.
