Water Supply Management Program 2040

EBMUD’s current Water Supply Management Program (WSMP 2020), adopted in 1993, has served as the basis for water conservation and recycling programs and for development of supplemental supply initiatives such as the Freeport Regional Water Project. WSMP 2020 ensures adequate and reliable high-quality water supplies that will meet our customers’ water needs well into the 21st century. EBMUD is now looking even further into the future by updating the WSMP for another 20 years.

The primary objectives of the WSMP 2040 are to maintain and improve the District’s water supply reliability to its customers and help meet the growing need for water in the future. WSMP 2040 will also adapt the District’s water planning approach to circumstances that have changed since WSMP 2020 was adopted, such as competing and changing demands for water, the availability of Freeport water after 2009, and long-term climate change. The goal of the WSMP 2040 is to examine what EBMUD has done and what it can do to ensure optimal use of our water resources.

Public representation in the planning process is an integral component of the WSMP 2040 Plan.

A Community Liaison Committee (CLC), comprised of 20 individuals representing a wide range of interests and demographics within the EBMUD service area, has been invited to participate in the WSMP 2040 process by the EBMUD Board of Directors. CLC members will serve to reflect their particular interests and concerns and will also communicate elements of the WSMP 2040 to their constituencies.

There will be a series of Board workshops, CLC meetings, and public hearings that will analyze the various studies, reports, forecasts and assessments that will be used to complete the WSMP 2040. The public can learn more and participate in the WSMP 2040 process by attending these workshops and meetings, which began in spring 2007 and will continue through March 2009.

EBMUD is currently preparing a Programmatic Environmental Impact Report (PEIR) pursuant to the California Environmental Quality Act (CEQA) for the WSMP 2040. EBMUD has issued a Notice of Preparation (NOP) and held public scooping meetings to seek public and agency input.

WSMP Economic Analyses are available as PDF files, which can be viewed and printed with Adobe Acrobat Reader, a free software.
