Dry Year Supplemental Supply Project The past two winters were among the driest in EBMUD’s history and its regular surface water storage is low. The District’s Board of Directors responded by adopting a Drought Management Program in May 2008 that includes mandatory rationing. EBMUD is also investigating ways to obtain additional water supply to avoid even more severe rationing if existing dry conditions continue. EBMUD has contractual water entitlements with the U.S. Bureau of Reclamation to take water from the Sacramento River in dry years. The water will be conveyed by the Freeport Regional Water Project, which will be operational in 2010. In the interim, EBMUD is pursuing use of a portion of these entitlements by having water moved to the District’s system through physical connections with other local agencies.
