Environmental Management System An Environmental Management System (EMS) is a set of standard procedures and steps that biosolids managers can use to ensure the environmental integrity of their biosolids program, improve the effectiveness of their operations, meet regulatory requirements, and address issues of concern to stakeholders and the public. The EMS approach was developed by the National Biosolids Partnership (NBP), a nonprofit alliance of the National Association of Clean Water Agencies and the Water Environment Federation, with advisory support from the U.S. Environmental Protection Agency. EBMUD has voluntarily adopted the NBP approach and committed to the 10 principles in its Code of Good Practice (45 KB), to help ensure that our biosolids program runs as efficiently and effectively as possible. On September 19, 2006 EBMUD became the thirteenth
wastewater agency in the nation to be certified by the NBP. We received our
certification after successfully completing a third party audit. The findings
from our verification audit can be found in the
EBMUD Biosolids EMS Verification Audit Report

a PDF file that can be viewed and printed through Adobe
Acrobat Reader, a free software. Now that we are certified, interim audits will be conducted annually to confirm that we are continuing to improve and meet NBP program requirements. Every five years, a complete re-certification will be performed. EBMUD completed interim audits in October 2007
and October 2008. The results of the interim audits are provided as PDF
files that can be viewed and printed through Adobe Acrobat Reader, a free
software. The EMS Manual is the framework for EBMUD’s Biosolids EMS
Program. The Manual is composed of 17 elements that define how the Biosolids EMS
