Customer Assistance ProgramEBMUD sponsors a program to pay part of the cost of water service for low-income customers who apply and qualify. The Customer Assistance Program (CAP), will subsidize: Single Family Dwelling

How to Qualify for CAP Customers must meet the following income and residency requirements to qualify for CAP. Total gross household income of not more than:
Add $5,100 income limit for each additional household member. The home served must have an individual water meter and be the primary residence of the customer seeking assistance. Generally, those seeking assistance cannot be claimed as dependents on another person's income tax return. Exceptions may be made where need is demonstrated. Participation is valid for two years, and applicants must demonstrate eligibility biannually. Homeless Shelter The organization must provide lodging and meals as its primary function and have the necessary use permits from the city or county and Health Department. Government-owned facilities are not eligible. Satellite facilities in the name of the main organization are eligible but must file a separate application. The organization must provide at least 6 beds and be open for a minimum of 180 days and/or nights per year. The organization must be able to demonstrate that it has IRS tax-exempt status under Code 501 (c) (3). The water account must be in the name of the organization with the IRS tax exemption. Participation in CAP is for a maximum of one year, after which time the organization must re-apply showing how the subsidy provided during the previous year was used to benefit the clients. Applications for CAP are available in person or by mail request from the downtown Oakland Salvation Army Office and our Oakland Business Office. Completed applications must be returned to the Salvation Army for eligibility certification. The Salvation Army will forward completed applications to EBMUD for final authorization.
