Customers with special circumstances may request consideration for an adjustment to their water allocation used to calculate the drought surcharge.  Qualifying adjustments may include:

  • Documented medical needs
  • A change in occupancy
  • Implementing maximum feasible conservation measures
  • Adverse economic effects, such as loss of business, or adverse impacts on public health, sanitation, fire protection or public safety.
Medical or Change in Occupancy Adjustment Request

Residential customers with special medical needs can apply for an adjustment by downloading, completing and mailing a Medical/Change in Occupancy Drought Allocation Adjustment Form.

Residential Adjustment Request (including Single and Multi-Family)

Residential customers with special circumstances (implemented all available conservation measures, change in outdoor water use) can apply for an adjustment by downloading, completing and mailing a Residential Drought Allocation Adjustment Form.

Residential customers requesting an adjustment because of implementing all available conservation measures are required to complete the water-use self audit (printed on the form).  To help with completing the form, dye tabs to detect toilet leaks are provided or can be ordered online, or just use food dye. Add 10 drops of food dye to your toilet tank and wait five to ten minutes. If colored water shows up in your bowl, you have a leaky flapper valve in your toilet tank.

Adjustment Request for Non-Residential Customers

Non-residential customers (irrigation customers - see below) with special circumstances (unnecessary and undue hardship, including but not limited to adverse economic impacts such as loss of production, loss of jobs, etc.; emergency condition affecting the health, sanitation, fire protection, or safety of the customer or the public) can apply for an adjustment by downloading, completing and mailing a Non-Residential Drought Allocation Form.

Adjustment Request for Irrigation Customers

Irrigation customers, who use meters solely for the purpose of irrigating sports fields, public landscaping areas and other specialized uses, with special circumstances can apply for an adjustment by downloading, completing and mailing an Irrigation Drought Allocation Adjustment Form
