EBMUD participated in a recently completed national study on sub-metering and billing allocation programs in the multi-family (MF) sector.  The study, completed in August 2004, investigated the merits of various billing programs and metering technology, and evaluated the potential water savings, administrative and regulatory issues, and costs and benefits from the utility, property owner, and tenant perspective.
