Proposal Request Instructions

Please read this page before accessing proposals online.

Unofficial Copy

Unofficial copies of proposals for materials and supplies from EBMUD may be viewed online before requesting an official copy of the proposal.  Unofficial copies contain information from the actual proposal, but are coded with a watermark rendering them unofficial. 

Note:  A bid from an unofficial proposal copy will not be accepted, and will be returned.

To view an unofficial copy of a proposal, click on the proposal number. Online proposals can be viewed with the Adobe Acrobat Reader, a free software.   

Official Copy

There are several ways to obtain an official copy of a proposal. 

  1. To receive an official copy of a proposal by e-mail, you must use the Proposal Request Form.  This Request ensures that you receive the latest version of an official proposal, including all addenda.  The requested proposal will be e-mailed in PDF format.

    Occasionally, addenda to an existing proposal will be issued.   Your Proposal Request will ensure you receive the addenda for that proposal at the e-mail address you submit on the Request page.  If you do not wish communication to your e-mail address, please call to request a proposal by mail.

  2.  To receive an official copy by U.S. mail, e-mail purchase@ebmud.com

  3. To pick up an official copy in person, visit EBMUD's Purchasing Office located at 375 Eleventh Street, First Floor, Oakland, California  94607. 

How to Submit Sealed Bids

Bids can be submitted either:

  • in person or by courier or package delivery service to: East Bay Municipal Utility District, Purchasing Division, First Floor, 375 Eleventh St., Oakland, CA 94607 between the hours of 8:00 AM and 4:30 PM,  Monday through Friday except for bid opening date when bids must be received no later than 1:30 PM; or

  • by U.S. Postal Service to:  East Bay Municipal Utility District, Purchasing Division, P.O. Box 24055, Oakland, CA 94623.  The bid must be received in the Purchasing Office no later than 1:30 PM on bid opening day.

Note:  Electronically submitted bids will not be accepted.   This includes e-mailed and faxed transmissions.

Failure to follow all proposal and addenda instructions could result in rejection of the bid. Taking exception to the proposal in your bid or failure to comply with all requirements and conditions of the proposal may subject your bid to rejection.
