Key Components

A Small Business Enterprise (SBE) Component includes:

• A goal of awarding 50% of all annual contract awards of $70,000 or less to SBEs
• A set-aside of at least 25% of all annual contract awards of $70,000 or less to SBEs
• A 5% bid discount, not to exceed $50,000 per year of the annual contract, to responsive/responsible bidders per contract year on materials and supplies contracts, to general services contracts where price is the determining factor, and to the lump sum bid amount on construction contracts
• Acceptance of the California Department of General Services Small and Micro Small Business Certification. To apply or obtain more information, please visit the California Department of General Services website.

Contracting Objectives

Objectives serve as a minimum level of expected contract participation in a nondiscriminatory environment for the applicable availability group for each contracting category.

Waiver

Under limited circumstances, at the discretion of the Contract Equity Administrator, and upon written request by the bidder/proposer, a waiver of the CE Program's Good Faith Outreach Efforts requirements may be granted.

Noncompliance

Contract award may be denied for noncompliance with the Contract Equity (CE) Program.

Note: In addition to the above, EBMUD encourages Local Business participation on all contracts and offers a 5 points or 5% weighting factor in the evaluation criteria for professional and general services contracts.
