Overview
The East Bay Municipal Utility District (EBMUD) supplies water and provides wastewater
treatment for parts of Alameda and Contra Costa counties on the eastern side of San
Francisco Bay in northern California. EBMUD is a publicly owned utility formed under the Municipal Utility District Act
passed by the California Legislature in 1921.
The Act permits formation of multipurpose
government agencies to provide public services on a regional basis. In accordance with the
Act's provisions, voters in the area created EBMUD in 1923 to provide water service. The
MUD Act was amended in 1941 to enable formation of special districts. In 1944, voters in
six East Bay cities elected to form EBMUD's Special District No. 1 to treat wastewater
released into the Bay.

Organization
A seven member Board of Directors, elected by wards for four-year terms, determines
overall policies, which are then implemented under the direction of the General Manager.
